After a long civil war that ended in 2002, Angola is transforming from a post-conflict economy to a typical market economy. To this end, it has the help of impressive natural resources: oil, natural gas, diamonds, minerals, hydraulic, agricultural and fishing resources. However, with the exception of the oil sector, the utilization of these resources is far from optimal. Moreover, in many key sectors of the economy, Angola is an oligopoly or even monopoly, with transportation costs and costs of many commodities necessary for industrial, agricultural and service sector development far above those of Western economies.

Oil&Gas: Angola’s economic policy aims to maintain and even develop with new deepwater exploitations the oil industry while promoting economic diversification. The Angolan government launched a tender for a geological map of Angola with a view to the exploitation of other minerals. As can be seen, the economy is heavily dependent on extractive industries, mainly oil, and requires significant diversification through private sector development. Much of the GDP is thus derived from external demand for oil. Industries, factories and agricultural cultivation are only recently developing. Consequently, domestic demand is relatively limited. The outlook for the sector is positive despite the technical challenges it faces.

Water: In Angola, the combination of inadequate services and infrastructure with rapid urban population growth has given way to very serious health and environmental problems. Most urban areas are served by networks that were built in colonial times for much smaller populations, and this, coupled with the effects of war, leaves an average (according to UNICEF) access to safe drinking water of only 34%. The country and other multilateral funding institutions are therefore trying to develop a water management strategy appropriate to the country’s needs.
